DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.
The Program Management Office (PMO) within BEDC provides technical support to the project delivery teams.
This includes the following sections and groups: Project Controls, Schedule Controls, Permitting Support, Cost Estimating, Business Solutions, Data Analytics, and management of the Enterprise Program Management Information System (ePMIS).
The PMO uses people, processes, and tools to mitigate issues that may impact a project.
BEDC seeks to hire an Administrative Project Manager M2 to serve as a Schedule Controls Manager for the PMO Division at our headquarters in Queens, NY.
Construction schedulers are a specialized discipline of Project Controls that coordinate with project management to define, control, and analyze the means and methods of construction and performance during construction.
They assist in planning, scheduling work and providing time estimates through various calculation methods. They analyze performance of stakeholders and impacts of change.
They coordinate with project teams, contractors and upper management on the health of projects, projected completion and coordination points in a project.
Under general direction of the Director of the PMO, and with wide latitude for independent initiative and judgment, the selected candidate will be responsible for project management work involving the planning, coordination, and direction of the implementation of the design and construction of capital projects.
The Schedule Controls Manager will oversee the maintenance of a management information system that provides data for planning and controlling project development.
They will oversee the establishment of project time and cost schedules; determine and coordinate the activities required among the individuals, agencies, and departments responsible for project completion; and review all schedules, reports, and orders prepared by consultants, contractors, and agencies to ensure conformance with project completion dates.
They will also monitor work performance and prepare management reports highlighting significant issues; resolve problems that arise in meeting schedules and costs; meet with City agencies, contractors, and citizen groups; and advise client agencies by making recommendations in formulating project needs, options, and consequences, ensuring that functional requirements are fully articulated and that proposed projects meet those requirements.
The Schedule Controls Manager will assist client agencies in developing project scopes, drawing upon the Agency’s technical resources to develop conceptual schedules; oversee the consultant selection and contracting process and manage these contracts, or retain in-house design and construction management staff with the client agency; and conduct a post–substantial completion performance evaluation of the project.

PREFERRED SKILLS
- Experience in preparing monthly project schedule status reports for management
- Proficient with schedule delay analysis, time impact analysis, and evaluation of overall project progress
- Ability to work under limited supervision and to handle multiple assignments with limited time constraints
- Demonstrated personal initiative, responsibility, leadership, and flexibility
- Strong organization, writing, and communication skills
- Advanced Proficiency in Microsoft Office – Excel, Access, PowerPoint and Projects
- Advanced Proficiency in Primavera P6/P3
- Experience in construction scheduling (at least 10 years of experience in the construction field).
- Ability to travel citywide and within the New York City watershed
